Umm, no, not really. He can't prevent them. His role is to not be a conduit for those rumours (which was the problem in the case study you present) and to dampen/defuse any rumours that his team bring to him. That's different to being a "shield"

Starts "The technical manager..." Surely you mean "The _non_-technical manager..." ?
